Toddler still not talking much at 18 months

Lucas says maybe 5 words clearly. He babbles a lot and understands everything we say, follows directions, points at things... but the actual words aren't coming. Pediatrician says to wait until 2 for evaluation. Anyone else's late talker turn out fine?
